ECC is on ABAP stack. I have the guide to refer and we are working on it.

However, taking in consideration of our current ECC version SAP_APPL 600, SP-Level 19, will it be possible to directly do a version upgrade to EHP7?

Not sure of the correct approach need to follow here. It's a very old ECC version and lots of dependencies and third party applications as indicated above.

I have checked this note , but same issue , where do i find this libs files

Check the ICU* libs and provide them if missing

Check the ComSpec variable (use SET command) and set the proper command processor cmd.exe including path like

ComSpec=C:\Windows\system32\cmd.exe

Yes, You have to upgrade the IGS along with kernel refer the SAP Note 1491848 for IGS version on your kernel. in that you have ICU lib files. before upgrade check the current version IGS refer the SAP note 931900 - Finding the IGS patch level

1.  Have you check  the SAP Note 2116545 ? on Kernel 7.22 required TP version 380.38.84.

2. As per the SAP PAM Kernel 7.22 supported NW 7.0 SR3 onwards..
