Suggest you to follow SAP Note  1576955 - cannot create cofile during Upgrade/EHPI/SPAM

& KBA  1509073 - Error CANNOT_CREATE_COFILE in SPAM or SAINT

This issue can have several causes. The following checklist covers the most common ones:

1. the user <sid>adm does not have enough permissions on /usr/sap/trans/cofiles and /usr/sap/trans/data directories;
2. an outdated tp and R3trans tools are being used, as well as an outdated kernel;
3. a mismatch in parameter TRANSDIR in file /usr/sap/trans/bin/TPPARAM and on the profile parameter DIR_TRANS;
4. a NFS (or other remote) mount share is momentarily unreachable.

I would recommend you to re-download the package SAPKITLRDB from the marketplace & place in the DIR_PUT directory along with read-write permissions confirmation on the directory.

Best would be to restart the SUM tool once before retry the phase.
