'SUBST_GET_INACTIVE_SAP_OBJECTS' failed with code 3 key TIME_OUT: Time limit exceeded

What I see is a TIME_OUT issue. Check whether there is an ABAP dump generated and if yes you may review it.

Did you repeat the phase ?
